The publication “Russian Legislation Regarding Workplace Antidiscrimination and the Rights of HIV-Positive Employees” should be read in conjunction with Policy Brief 2.1 “HIV/AIDS as a Business Issue in the Russian Federation: Understanding Why and What Should be Done,” published by TPAA in March 2005.
The report offers an in-depth review of Russian legislative provisions governing HIV management in the workplace, including their compliance with international standards developed by the International Labor Organization (ILO). Special emphasis is given to Russian legislative provisions related to the non-discrimination of HIV-positive employees in the workplace, safeguards to protect confidentiality and privacy, and access to regular medical examinations for employees, including those prior to employment. The report also recommends specific improvements to Russian labor regulations to ensure consistency with international standards. The publication is written for human resource managers and executives, as well as legislators and government officials concerned with labor law and human rights.
