Based on public data on HIV/AIDS funding in Russia, this Policy Brief assesses the allocation of funds to prevent and fight HIV/AIDS, analyses corresponding risks, and discusses measures to ensure efficient planning and funds management at the regional and federal level. The analysis is tied to a set of tangible recommendations to increase budgetary spending on prevention measures within the Anti-HIV/AIDS subprogram of the federal program on the Prevention and Fight against Infectious Diseases, 2007-11, as well as the corresponding sections of the national priority project, Health.
