This Policy Brief assesses the state of the HIV/AIDS epidemic and its social and economic consequences in the Republic of Tatarstan. Tatarstan is one of the most rapidly developing Russian regions with relatively moderate rates of HIV. Tatarstan currently ranks 25th in HIV prevalence among all Russian regions. However, its social and financial situations and private investment flow into the republic could be severely affected by the rapid spread of HIV/AIDS in the region.

The brief provides an analysis of the key factors contributing to the HIV/AIDS epidemic in Tatarstan, as well as an overview of measures taken by the regional government and civil society organizations to prevent and treat HIV/AIDS. Based on the analysis, the brief proposes a set of actionable policy recommendations and priorities to effectively address the epidemic. The policy brief is intended to serve as an informational and analytical resource for both federal and regional policy makers, as well as other stakeholders engaged in the fight against HIV/AIDS in Tatarstan and other regions of Russia.

The publication was created by Transatlantic Partners Against AIDS (TPAA) in cooperation with the Republic of Tatarstan Center for Prevention and the Fight Against AIDS and STDs. The brief was developed and issued with financial support from the Open Heath Institute within the framework of the GLOBUS project.
