Ukraine’s surging HIV/AIDS epidemic has emerged as a strategic threat to the country’s national security, economic growth, and social development. This Special Report provides the new administration of President Yushchenko with a policy blueprint to strengthen Ukraine's fight against HIV/AIDS by expanding treatment access; widening prevention services, particularly for vulnerable groups; strengthening human rights guarantees; and engaging civil society in the policy process.
