Foundation for support of priority strategies in public health participated in 4th Inter-Parliamentary HIV Conference of Central Asian states and Azerbaijan

Natalya Podogova, the Chairman of the Board of the Charitable Foundation for support of priority strategies in public health, participated in 4th Inter-Parliamentary HIV Conference of Central Asian states and Azerbaijan in Bishkek. The conference covers the legislative securing of anti-HIV measures and the priorities of inter-regional collaboration.

On the opening of the conference N. Podogova read out the welcoming letter of Mikhail Grishankov, the Deputy Head of the Duma Security Committee and the member of the State Commission on Prevention, Diagnostics and Treatment of HIV/AIDS. Welcoming the parliamentarians from all the countries of the region, M. Grishankov informed them about the work of the Interfactional Deputies’ Working Group on Prevention and Treatment of HIV/AIDS and Other Socially Significant Infectious Diseases, including support of further development of inter-parliamentary dialogue with the colleagues from Central Asian Parliamentary Working Group on HIV Problem, and highlighted that HIV-infection is a social significant disease, and effective counteraction to its spread requires common efforts of all the countries in development and realization of complex policy and legislative securing of anti-epidemic measures in the region.

At the plenary session “International practices in the sphere of legislative securing of anti-HIV measures” N. Podogova presented the report “Legislative Barriers for Harm Reduction Programs Implementation in the Russian Federation”. She also informed about the meetings of the Interfactional Deputies’ Working Group on Prevention and Treatment of HIV/AIDS and Other Socially Significant Infectious Diseases in Russian State Duma dedicated to the actual problems of counteraction to the spread of HIV-infection and about the Expert working group meeting to analyze effectiveness of harm reduction programs implemented in Russia.


Inter-Parliamentary HIV Conference is a platform for discussing of priorities of inter-regional collaboration on issue of the legislative securing of anti-HIV measures in Central Asian countries. Two key quiestions of the 4th Conference are exchange of experience in the area of HIV/AIDS legislation improvement during the last year and the results of the agreements reached during the 3rd Inter-Parliamentary HIV Conference on elimination of the legislative barriers for harm reduction programs implementation in Central Asian countries. Parliamentarians and members of the governments from four Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan) and delegates from Azerbaijan, Turkmenistan, representatives of international and non-governmental organizations took part in the conference.

Central Asian Inter-Parliamentary Working Group on HIV/AIDS was established in 2006 on Jogorku Kenesh (the Parliament) of the Republic of Kyrgyzstan initiative.
