The policy brief “Public-Private Partnership as an Effective Model to Address HIV/TB in Orenburg” was developed by the Global Business Coalition on HIV/AIDS, Tuberculosis and Malaria (GBC) within the framework of its Policy Program. The policy brief was developed and issued with financial support from the U.S. Agency for International Development (USAID) and the Open Heath Institute within the framework of the GLOBUS project.
The policy brief presents the results of a survey conducted by GBC in collaboration with the Orenburg Regional Union of Industrialists and Entrepreneurs (Employers) in April – May 2008 with the aim of assessing potential opportunities for the development of cross-sector cooperation, including public-private partnerships (PPPs), to address socially significant diseases in Orenburg region. The survey involved some 50 companies and enterprises working in the territory, to estimate the level of businesses’ interest in participating in PPPs, and to identify factors affecting their readiness for such cooperation. Based on the collected data, recommendations on the development of public-private partnerships in health care are offered.
The policy brief also features examples of successful projects in health care and social development implemented by the private sector in Orenburg Oblast and other regions of the Russian Federation. If some basic legislative and administrative support is available, many of the projects currently implemented by companies within the framework of corporate social responsibility programs may give rise to the development of PPPs in the field of health care.
