Russian Interfactional Deputies’ Working Group on HIV/AIDS

Policy Program provides information, expert and technical support to activities of the Interfactional Deputies’ Working Group on Prevention and Treatment of HIV/AIDS and Other Socially Significant Infectious Diseases.

Policy Program informs, consults, and provides informational, analytical and technical support to the Interfactional Deputies’ Working Group on Prevention and Treatment of HIV/AIDS and Other Socially Significant Infectious Diseases. The Working Group was established in April 2004.  The Working Group is a high-level coalition of State Duma members, representing various legislative committees, that supports the development and strengthening of Russian HIV/AIDS policy and strategy, and works to expand public-private partnerships, improve federal budgetary expenditures for prevention and treatment, and promote collaboration between Russian and international organizations involved with the fight against HIV/AIDS.  The Interfactional Deputies’ Working Group on Prevention and Treatment of HIV/AIDS and Other Socially Significant Infectious Diseases builds consensus on a broad range of policy issues related to HIV/AIDS, facilitates collaboration among fellow parliamentarians and other officials at the national and local levels, and serves as a bridge to other sectors, including business, civil society, the scientific community, and people living with HIV (PLWH).

Goals & Activities

The overall strategic goal of the Interfactional Deputies’ Working Group on Prevention and Treatment of HIV/AIDS and Other Socially Significant Infectious Diseases is to avert a wide-scale spread of HIV/AIDS epidemic in Russia through: 

  •  Broader involvement and participation by policy makers in the fight against HIV/AIDS at both federal and local levels;
  • Development and strengthening of a comprehensive HIV/AIDS strategy in Russia; and
  • Strengthening of the national legislative response to the HIV/AIDS epidemic.

Activities and policy initiatives of the Interfactional Deputies’ Working Group on Prevention and Treatment of HIV/AIDS and Other Socially Significant Infectious Diseases are based on comprehensive and reliable information, independent and thorough research and analysis of the HIV/AIDS situation and policy in Russia. The research and analysis of HIV/AIDS policies, strategies and programs in Russia and abroad is performed with support from leading Russian and international experts in both governmental and non-governmental organizations, which facilitates cross sector policy dialogue and secures informed decision making and policy formulation. 

Policy Program provides members of the Interfactional Deputies’ Working Group on Prevention and Treatment of HIV/AIDS and Other Socially Significant Infectious Diseases and other decision makers with rigorous, independent policy analysis that emphasizes the economic, social, and national security implications of HIV/AIDS for the future of Russia, and provides the instruments for effective policy formulation in the form of best practices and policy recommendations that safeguard interests and needs across sectors and communities including PLWH and vulnerable groups.
